Whistleblowing channel

Pursuant to Romanian Law 361/2022 on whistleblower protection, DAC provides a dedicated internal channel for reporting any breaches of law or organizational ethics. Whistleblower identity is protected confidentially.

Who may report

Any person who, in a professional context, has obtained information about breaches of the law may use this channel:

  • Current and former DAC employees
  • Volunteers, interns, collaborators
  • Management and governance body members
  • Shareholders
  • Suppliers, contractors, subcontractors
  • Job applicants (including during selection processes)

What may be reported

  • Acts of corruption and conflicts of interest
  • Fraud, misappropriation of funds, tax evasion
  • Violations of labor and anti-discrimination law
  • EU law breaches: public procurement, financial services, product safety, environment, public health, data protection
  • Harassment, abuse of power, unethical conduct
  • Any breach of the DAC Code of Ethics

How to report

Dedicated email (encrypted, restricted access):

Access strictly limited to the designated reporting officer. No other person in the organization has visibility over the content of these messages.

Alternatively, reports may be made via:

  • Postal letter to management, marked 'Confidential — Whistleblower'
  • In-person meeting with the designated officer (on request)

Guarantees and protection

  • Confidentialitythe whistleblower's identity is not disclosed without explicit consent, except where mandatory by law.
  • Anti-retaliationany form of retaliation (dismissal, demotion, harassment, intimidation, discrimination) is prohibited. Whistleblowers are entitled to compensation in case of proven retaliation.
  • Good faithprotection applies to reports made in good faith, even if subsequently found unfounded.

Handling procedure

  1. Receipt confirmation (max. 7 days)you will receive confirmation that the report has been registered.
  2. Preliminary reviewinitial assessment of the facts and request for additional information if needed.
  3. Internal investigationdocument analysis, hearings, technical expertise if necessary.
  4. Final response (max. 3 months)communication of conclusions and measures taken, within procedural confidentiality limits.
